Blaine Phillips has served in law enforcement since he started his career in the year 2000 at the Stillwater (OK) Police
Department, where he worked as a detention officer for three years. He then worked as a patrol officer for six years at the Estes Park (CO) Police Department.
He was later hired as an agent with the Oklahoma Bureau of Narcotics (OBN), where he worked from 2011 through 2022.
Blaine spent three years working narcotics cases and five years working human trafficking cases before being promoted to an Agent in Charge and tasked with supervising a narcotics unit. In 2022 Blaine left OBN to take a position as a Special Agent with this
Oklahoma State Bureau of Investigation (OSBI) assigned to the Internet Crimes Against Children (ICAC) Taskforce.
In 2017 Blaine worked a case involving a human trafficking suspect that was distributing Child Sexual Abuse Material (CSAM) using an online messenger. Blaine worked the case for several months and using a variety of methods and was able to identify 86 suspects in 23 states and 20 different countries that were distributing (CSAM). Working with the agencies in each of those locations, he was able
to see that most of those suspects were brought to justice.
Blaine enjoys teaching and has been criminal justice adjunct instructor for Rose State College, an instructor at Oklahoma’s basic
police academy, and an instructor for teaching continuing education classes on Human Trafficking, Open-Source Investigations, and Advanced Police Report Writing. Blaine holds a Bachelor of Arts from Ashford University, majoring in Social and Criminal Justice and with a minor in Public Administration and a Master’s of Science at Colorado State University, majoring in Organizational Leadership.
Blaine holds an Advanced Council of Law Enforcement Education and Training (CLEET) certification, he was named OBN’s 2017
Agent of the Year, a member of the Oklahoma Attorney General’s Anti-Human Trafficking Working Group, a Cellebrite certified
forensic cell phone technician, is a published author for Law Enforcement Today, and is an FAA licensed sUAS (drone) pilot and has flown numerous missions for law enforcement.
