Noel Carrasco served twenty-eight (28) years with Dallas Police Department before retiring in September 2021. He spent over twenty-two (22) years in the Narcotics Division as an undercover officer. For ten (10) years, Noel was assigned to the Federal Bureau of Investigation (FBI) as a Task Force Officer (TFO) to investigate transnational criminal organizations impacting the Southwest Border of the United States. These investigations involved drug trafficking, extortion’s, kidnappings, and homicides. While working as a TFO with the FBI, Noel was the case agent and lead undercover officer on numerous federal investigations ranging from violent Mexican Drug Cartel gang members to federal murder for hire investigations. Noel initiated and worked as an undercover officer, surveillance officer, cultivated and managed confidential informants, prepared search warrants, and assisted on Title III wiretap investigations. Noel has participated in numerous successful prosecutions of federal drug trafficking and money-laundering conspiracies. 

During his thirteen (13) years in Dallas Police Narcotics Division, Noel was assigned to a mid-level Undercover Enforcement Unit and was tasked with infiltrating and perfecting prosecutions against violent drug trafficking organizations, posing as a large-scale drug trafficker. During those assignments, he spent months gaining the trust and confidence of the targeted criminals. Noel was also assigned to Tactical Narcotic Teams, which were responsible for executing dynamic entry search warrants, vehicle assaults, and emergency undercover officer extractions.
