Robert Plummer commenced his distinguished law enforcement journey in 1991 in Las Vegas, Nevada, joining the esteemed Las Vegas Metro Police Department. Over the course of his exemplary 28-plus years with LVMPD, he exhibited expertise in diverse areas, including Patrol, Vice (focusing on Prostitution and Human Trafficking), Traffic, Street Crimes, Gangs, and Events Planning (Special Events).

In 2018, Robert assumed the position of Police Chief for the City of Napa, California, where he enacted significant improvements. Among these accomplishments were the implementation of a Body-Worn Camera (BWC) program, the introduction of a revamped process for investigating officer-involved shootings and other critical incidents, and a groundbreaking partnership with the Napa County Sheriff’s office and Cordico to introduce an officer wellness app for Napa Police Officers and their families in 2019.
Robert graduated from The University of Oklahoma in Norman, Oklahoma, with a BA and MA in Organizational Leadership. Also, a graduate of Northwestern School of Police and Command Staff Class #311 (2011).

Throughout the challenges of 2020, particularly in the aftermath of the George Floyd incident, Robert demonstrated exceptional leadership. Collaborating with city leaders, activists, and businesses, he played a pivotal role in fostering peace and tranquility in Napa, actively working to prevent civil unrest.

A proud alumnus of The University of Oklahoma in Norman, Oklahoma, Robert Plummer holds both a Bachelor's and Master's degree in Organizational Leadership. Additionally, he is a distinguished graduate of Northwestern School of Police and Command Staff Class #311 (2011).

Noteworthy in his involvement in law enforcement leadership associations, Robert served on the Cal Chiefs Board of Directors and represented region three members. He also held the prestigious role of the Cal Chief representative for the League of Cities in California, further establishing his commitment to advancing law enforcement standards and practices.
